5김영록 김영록 전라남도지사가 전남·광주 행정통합을 둘러싼 도민 의견을 직접 듣기 위해 연일 현장 소통 강행군에 나섰다.

김 지사는 29일 완도군·해남군·진도군을 차례로 방문해 도민공청회를 열고, 전남·광주 행정통합의 추진 배경과 정책 방향을 설명하며 서남권 도민들과 허심탄회한 대화를 이어갔다.

하루에만 3개 군을 잇달아 찾는 강행 일정 속에서도, 지역별 현안과 생활 밀착형 요구를 하나하나 짚으며 현장의 목소리를 놓치지 않겠다는 의지를 분명히 했다.

이번 현장 행보는 단발성 일정이 아니다.
김 지사는 지난주까지 5개 시군을 이미 순회한 데 이어, 이번 주에만 11개 시군을 돌며 도민들과 직접 만났다.
오는 2월 3일까지 전남 22개 전 시군 도민공청회를 모두 마무리할 계획이며, 이후에는 권역별 찾아가는 타운홀미팅도 추가로 이어갈 방침이다.

서남권 공청회에서 김 지사는 “해남·진도·완도는 농수산업과 해양관광을 기반으로 재생에너지, 해양치유, AI, 데이터센터 등 전남의 미래 비전을 현실로 만들 수 있는 성장 잠재력이 큰 지역”이라며 “행정통합을 통해 첨단산업과 해양·농수산 경쟁력을 동시에 키우고, 관광과 정주여건 개선 등 서남권 도민이 체감할 변화를 반드시 만들어내겠다.”고 강조했다.

이어 “통합 논의는 책상 위에서 결정될 문제가 아니라, 도민 한 사람 한 사람의 삶 속에서 완성돼야 한다.”며 “현장에서 나온 요구와 제안을 특별법과 통합 정책에 실질적으로 반영해 지역 간 균형발전과 전남·광주의 공동 성장을 이뤄내겠다”고 밝혔다.

전라남도는 도민공청회에서 제시된 건의사항과 의견을 ‘관리카드’로 체계적으로 기록·관리하며, 특별법 특례와 통합 정책에 직접 반영하고 있다.

실제로 도민 의견을 반영해 특별시 개발제한구역 해제 특례 면적을 당초 300만㎡에서 500만㎡로 확대하는 등, 체감도 높은 변화가 이미 정책에 반영되고 있다.

한편 도민공청회는 현장 참석이 어려운 도민도 참여할 수 있도록 전남도 공식 유튜브 채널을 통해 실시간 중계되고 있으며, 시군별 세부 일정과 참여 방법은 전남도 누리집에서 확인할 수 있다.

“Integration Is Completed in the Field, Not at a Desk.”
Governor Kim Young-rok Covers Wando, Haenam, and Jindo—Taking the Jeonnam–Gwangju Administrative Integration Debate Directly to Residents
Governor Kim Young-rok of South Jeolla Province has embarked on an intensive series of on-site meetings to directly hear public opinion on the proposed administrative integration between Jeonnam Province and Gwangju Metropolitan City.
On the 29th, Governor Kim visited Wando County, Haenam County, and Jindo County in succession, holding public hearings with residents. During these meetings, he explained the background and policy direction of the Jeonnam–Gwangju administrative integration and engaged in open, candid dialogue with residents of the southwestern region.
Despite a demanding schedule that included visits to three counties in a single day, Governor Kim made clear his determination not to overlook local issues or everyday, life-related concerns, carefully listening to voices from each community.
This series of field visits is not a one-off effort. After completing visits to five cities and counties last week, Governor Kim met residents in 11 additional local governments this week alone. He plans to complete public hearings in all 22 cities and counties of South Jeolla Province by February 3, followed by additional region-based town hall meetings.
At the southwestern regional hearings, Governor Kim stated,
“Haenam, Jindo, and Wando are regions with tremendous growth potential, capable of realizing Jeonnam’s future vision based on agriculture, fisheries, and marine tourism, combined with renewable energy, marine healing industries, AI, and data centers.”
He added,
“Through administrative integration, we will strengthen advanced industries alongside marine and agricultural competitiveness, and deliver tangible changes that residents can feel—particularly in tourism and living conditions.”
Governor Kim further emphasized,
“Administrative integration is not something to be decided at a desk. It must be completed within the daily lives of each and every resident.”
He continued,
“We will faithfully reflect the demands and proposals raised in the field into the special legislation and integration policies, laying the foundation for balanced regional development and shared growth between Jeonnam and Gwangju.”
The Jeonnam Provincial Government is systematically recording and managing all suggestions and proposals raised during the public hearings through a ‘management card’ system, ensuring they are directly reviewed for inclusion in special legislative provisions and integration policies.
As a result of resident feedback, the special-city development restriction zone release provision was expanded from 3 million square meters to 5 million square meters, demonstrating that high-impact, resident-centered proposals are already being reflected in policy.
Meanwhile, the public hearings are being live-streamed via the official Jeonnam Provincial Government YouTube channel to enable participation by residents unable to attend in person. Detailed schedules and participation methods for each city and county are available on the Jeonnam Provincial Government website. Participation is open through advance registration or same-day on-site registration.
Discussions surrounding the Jeonnam–Gwangju administrative integration are moving beyond declarations and explanations, deepening into a form of “field-centered politics” focused squarely on residents’ lives and the region’s future.
