전라남도가 정부의 국민성장펀드 1호 사업을 유치하며 대한민국 재생에너지·첨단산업 지형을 뒤흔들 핵심 거점으로 부상했다.

신안우이 해상풍력 프로젝트가 국민성장펀드 첫 투자 사업으로 최종 선정되면서, 전남은 ‘에너지 생산지’를 넘어 국가 미래 산업의 전력 심장부로 자리매김하게 됐다.

전남도에 따르면 금융위원회는 지난 29일 기금운용심의회를 열고, 신안우이 해상풍력 프로젝트에 국민성장펀드 7천500억 원을 선·후순위 대출 방식으로 지원하는 안건을 의결했다.

국민성장펀드는 이재명 정부의 대표 성장정책으로, 정부·금융권·국민이 함께 총 150조 원 규모의 자금을 조성해 국가 핵심 전략산업에 투자하는 초대형 프로젝트다.
그 첫 단추가 전남에서 꿰어진 것이다.

■ 3조4천억 투입… 390MW 해상풍력, 2029년 본격 가동
신안우이 해상풍력 프로젝트는 신안군 도초면 우이도 남측 해상에 15MW급 초대형 해상풍력 발전기 26기를 설치해 총 390MW 규모의 발전단지를 조성하는 사업이다.

총 사업비는 3조4천억 원에 달하며, 올해 상반기 착공해 약 3년간 건설을 거쳐 2029년부터 상업 운전에 들어갈 예정이다.
완공 시 생산되는 전력은 4인 가구 기준 약 29만 가구가 1년간 사용할 수 있는 규모로, 단일 프로젝트 기준 국내 해상풍력의 대표 사례로 꼽힌다.

■ AI·첨단산업 전력 수요 대응… “기업이 몰리는 전남”
이번 사업은 단순한 발전소 건설을 넘어, 전남이 추진 중인 국가 AI컴퓨팅센터, 첨단 데이터센터, RE100 산업단지 조성의 전력 기반을 직접 떠받치는 핵심 인프라로 작동할 전망이다.

AI·반도체·데이터 산업은 막대한 전력을 전제로 한다.

신안우이 해상풍력은 향후 급증할 전력 수요에 대응하는 안정적·친환경 공급원으로, 첨단기업 유치 경쟁에서 전남의 결정적 강점이 될 것으로 기대된다.

■ 2035년까지 30GW… 전남 전역 ‘해상풍력 벨트’ 완성
전남도는 정부 해상풍력 확대 로드맵에 맞춰 신안 해상풍력 8.2GW, 진도 해상풍력 집적화단지 3.6GW, 여수·고흥 13GW 등 2035년까지 총 30GW 규모의 해상풍력 발전단지를 전남 전역에 구축할 계획이다.

아울러 국민성장펀드 추가 메가 프로젝트 공모를 통해, 에너지·AI·첨단제조가 결합된 대형 국가사업 발굴에도 속도를 낸다는 방침이다.

전남도 관계자는 “국민성장펀드 1호 사업 선정은 전남이 국가 첨단산업의 새로운 중심축임을 공식적으로 인정받은 것”이라며 “재생에너지를 기반으로 한 RE100 산업단지 조성과 글로벌 첨단기업 유치에 모든 역량을 집중하겠다.”고 밝혔다.

“Jeonnam Changes the Nation’s Energy Game”
National Growth Fund No. 1 Project Confirmed: Shinan Ui Offshore Wind — KRW 3 Trillion Invested, 390 MW Mega Project
Jeollanam-do has emerged as a core hub reshaping South Korea’s renewable energy and advanced industry landscape after securing the government’s National Growth Fund No. 1 project.
With the Shinan Ui Offshore Wind Project selected as the fund’s first investment, Jeonnam is moving beyond its role as a simple energy producer to establish itself as the powerhouse of electricity for the nation’s future industries.
According to Jeonnam Province, the Financial Services Commission convened a fund management deliberation committee on the 29th and approved an agenda to provide KRW 750 billion from the National Growth Fund to the Shinan Ui Offshore Wind Project through a senior and subordinated loan structure.
The National Growth Fund is a flagship growth policy of the Lee Jae-myung administration, a mega-scale initiative that mobilizes KRW 150 trillion jointly from the government, financial institutions, and the public to invest in key national strategic industries.
The very first step of this initiative has been taken in Jeonnam.
■ KRW 3.4 Trillion Investment… 390 MW Offshore Wind, Full Operation in 2029
The Shinan Ui Offshore Wind Project will install 26 ultra-large 15 MW offshore wind turbines in the waters south of Uido, Dochomyeon, Shinan County, creating a 390 MW offshore wind power complex.
The total project cost amounts to KRW 3.4 trillion. Construction is scheduled to begin in the first half of this year, followed by approximately three years of building, with commercial operation set to begin in 2029.
Once completed, the project will generate enough clean electricity to supply approximately 290,000 four-person households for one year, making it one of Korea’s flagship offshore wind projects by single-project scale.
■ Powering AI and Advanced Industries… “Companies Are Converging on Jeonnam”
This project goes beyond building a power plant. It is expected to function as critical infrastructure supporting the electricity backbone for the national AI computing center, advanced data centers, and RE100 industrial complexes being promoted in Jeonnam.
AI, semiconductor, and data-driven industries require massive and stable power supplies.
The Shinan Ui Offshore Wind Project will serve as a reliable, eco-friendly power source capable of meeting rapidly rising demand, giving Jeonnam a decisive competitive edge in attracting advanced industries.
■ 30 GW by 2035… Completing a Province-Wide “Offshore Wind Belt”
Aligned with the government’s offshore wind expansion roadmap, Jeonnam plans to develop:
8.2 GW of offshore wind power in Shinan,
3.6 GW in the Jindo Offshore Wind Cluster, and
13 GW in the Yeosu–Goheung area,
for a total of 30 GW of offshore wind capacity across the province by 2035.
In addition, Jeonnam intends to accelerate the discovery of further mega-scale national projects that integrate energy, AI, and advanced manufacturing through future National Growth Fund project calls.
A Jeonnam provincial official stated,
“The selection of the National Growth Fund’s first project officially confirms Jeonnam as a new central pillar of Korea’s advanced industries,” adding, “We will concentrate all our efforts on building RE100 industrial complexes based on renewable energy and attracting global high-tech companies.”
