광주·전남 행정통합 특별시의 공식 명칭이 ‘전남광주특별시’로 정해지고, 약칭은 ‘광주특별시’로 사용하기로 합의했다.

통합 이후 청사는 전남 동부청사와 무안청사, 광주청사를 균형 있게 운영하는 방향으로 가닥이 잡혔다.

전라남도와 광주광역시는 26일 오전 국회 의원회관에서 ‘광주·전남 통합특별법 검토 제4차 간담회’를 열고, 행정통합 특별법의 실효성과 완성도를 높이기 위한 핵심 특례 사항과 입법 전략을 집중 논의했다.

이날 간담회에는 김영록 전남도지사와 강기정을 비롯해 시·도 실국장, 더불어민주당 김원이 전남도당위원장과 양부남 광주시당위원장, 지역 국회의원 18명 등 총 40여 명이 참석했다.

참석자들은 행정통합 특별시의 명칭을 ‘전남광주특별시’로 하되, 대외적 사용과 행정 편의를 고려해 약칭은 ‘광주특별시’로 정하는 데 뜻을 모았다.
이는 양 지역의 정체성을 함께 담되, 통합 이후 행정 효율성과 인지도까지 고려한 절충안으로 평가된다.

청사 운영과 관련해서는 통합의 상징성과 지역 균형 발전 원칙을 살려 전남 동부청사, 무안청사, 광주청사를 모두 활용하기로 했다.
주 사무소는 특정 지역으로 확정하지 않고, 오는 7월 1일 출범하는 특별시장의 권한에 맡기기로 했다.

전남도와 광주시는 명칭과 청사 문제라는 핵심 쟁점이 일정 부분 해소된 만큼, 앞으로 중앙정부와 국회를 상대로 전략적 설득에 속도를 내고 행정통합을 통한 실질적 이점을 극대화하는 데 행정력을 집중할 방침이다.

김영록 전남도지사는 “행정통합 특별시 명칭을 ‘전남광주특별시’로 정하고, 청사 운영 역시 동부청사·무안청사·광주청사 순으로 명기하는 데 합의가 이뤄졌다.”며 “이 합의 정신을 바탕으로 미래를 향한 논의를 더욱 활발히 이어가 통합 특별시가 힘차게 발전하도록 최선을 다하겠다.”고 밝혔다.

한편, 이번 간담회에서는 통합특별법의 국회통과를 위한 향후 입법 일정과 정치권 공조 방안도 함께 논의되며, 광주·전남 행정통합 논의가 제도화 단계로 본격 진입하고 있음을 분명히 했다.

Abbreviated Name to Be “Gwangju Special City”… Offices to Be Operated in Balance Across Eastern Jeonnam, Muan, and Gwangju
The official name of the Gwangju–Jeonnam integrated special city has been confirmed as “Jeonnam–Gwangju Special City,” with the abbreviated name “Gwangju Special City” to be used by agreement.
Following the integration, government offices will be operated in a balanced manner across the Eastern Jeonnam Office, Muan Office, and Gwangju Office.
Jeollanam-do Province and Gwangju Metropolitan City held the 4th Review Meeting on the Gwangju–Jeonnam Integrated Special Act on the morning of the 26th at the National Assembly Members’ Office Building, where they intensively discussed key special provisions and legislative strategies aimed at enhancing the effectiveness and completeness of the administrative integration law.
The meeting was attended by Governor Kim Young-rok of Jeollanam-do, Mayor Kang Ki-jung of Gwangju, senior provincial and metropolitan officials, Democratic Party Jeonnam Chair Kim Won-yi, Gwangju Chair Yang Bu-nam, and 18 lawmakers from the region, totaling more than 40 participants.
Attendees agreed to adopt “Jeonnam–Gwangju Special City” as the official name of the integrated city, while using “Gwangju Special City” as the abbreviated name for external use and administrative convenience.
The decision is being evaluated as a compromise that reflects the identities of both regions while also considering administrative efficiency and public recognition after integration.
Regarding office operations, participants agreed to utilize all three existing offices—Eastern Jeonnam, Muan, and Gwangju—in line with the spirit of integration and the principle of balanced regional development.
The designation of a main office will not be fixed in advance, but instead will be determined by the authority of the Special City Mayor, who is scheduled to assume office on July 1.
With key issues such as the city name and office operations largely resolved, Jeollanam-do and Gwangju Metropolitan City plan to accelerate strategic persuasion efforts targeting the central government and the National Assembly, concentrating administrative capacity on maximizing the tangible benefits of integration.
Governor Kim Young-rok stated,
“We have reached a solid agreement on naming the integrated city ‘Jeonnam–Gwangju Special City’ and on listing the offices in the order of Eastern Jeonnam, Muan, and Gwangju.
Based on this spirit of agreement, we will move forward with active discussions toward the future and devote our full efforts to ensuring the integrated special city develops vigorously.”
Meanwhile, the meeting also addressed future legislative schedules and political cooperation strategies for passage of the Integrated Special Act in the National Assembly, signaling that discussions on Gwangju–Jeonnam administrative integration have now entered a full-scale institutionalization phase.
