“515개 마을을 걸어 기록하다”

김성주 전 해남군수협 조합장의 자서전 『김성주의 한걸음』 출판기념회가 오는 2월 1일 오후 2시, 해남문화예술회관에서 열린다.

이번 출판기념회는 단순한 개인 저서 발표를 넘어, 지난 2년간 해남 515개 전 마을을 직접 찾아 군민의 삶을 기록해온 현장 정치 여정의 집대성이라는 점에서 지역사회의 주목을 받고 있다.

김 전 조합장은 지난 2년 동안 비가 오나 눈이 오나 해남 전 지역을 직접 발로 뛰며 주민들을 만났고, 그 과정에서 마주한 군민들의 애환과 민원을 하루도 빠짐없이 페이스북에 기록해 왔다.

이 기록들은 지역민들 사이에서 ‘현장의 일기’, ‘생활 민생지도’로 불리며 꾸준한 공감을 얻어왔다.

이렇게 축적된 기록을 토대로 엮어낸 책이 바로 『김성주의 한걸음』이다.

책에는 515개 마을과 14개 읍·면 상가를 누비며 만난 군민들의 삶, 그리고 현장에서 체감한 지역의 과제와 희망이 고스란히 담겼다.

특히 책에는 12·3 비상계엄 국면, 해남과 서울을 오가며 체감한 민주주의의 무게, 탄핵 정국과 제21대 대통령 선거를 거치며 다시 현장으로 돌아온 기록 등 시대적 장면과 지역의 현실이 교차하는 서사도 함께 수록됐다.

김 전 조합장은 집필 소감에서 “김대중 대통령은 모든 것을 기록하고, 그 기록을 국정에 녹여냈다”며 “저 역시 현장에서 만난 군민들의 이야기를 하루도 거르지 않고 기록했다.
그 기록이 쌓여 ‘민생지도’가 되었고, 『김성주의 한걸음』이 되었다”고 밝혔다.

이어 “아무리 사소해 보이는 민원이라도 그것은 주민의 삶이고 행복”이라며 “현장에서 들은 수많은 소망이 결국 하나의 큰 어젠다가 되고, 미래를 설계하는 토대가 될 것”이라고 강조했다.

그러면서 “현장에서 나온 목소리가 현실의 답이 될 때까지 멈추지 않고 걷겠다.”고 덧붙였다.

한편, 김 전 조합장이 해남군수협 조합장 재임 시절 보여준 경영 성과도 다시 주목받고 있다.
취임 당시 ‘퇴출 1순위’로 평가받던 조합을, 경제사업과 상호 금융 사업을 연계한 동반성장 모델로 재편하며 흑자조합으로 전환시킨 사례는 지역 금융·수산계에서 대표적인 성공 사례로 꼽힌다.

재임 기간 동안 수산식품 거점단지 조성(150억 원), 수산물 냉동보관 저장시설 구축(40억 원), 수협 본점 신축 이전, 수산인 면세유류 보급시설 설치, 전복 군납 독점 계약, 전국 최초 양식어선 임대사업 도입 등을 추진하며 조합의 체질을 근본적으로 개선했다.

그 결과, 수십 년간 누적된 미처리결손금 210여억 원을 전액 해소하고, 퇴임 당시 자본금 170여억 원을 적립하는 성과를 남겼다.

지역 정가에서는 김 전 조합장에 대해 “이재명 대통령의 ‘CEO 마인드’를 닮은 현장 중심의 혁신형 리더”, “위기의 조직을 실적으로 증명해낸 실전형 CEO”라는 평가가 잇따르고 있다.

한 지역 인사는 “말보다 기록, 선언보다 현장이라는 행보가 김성주라는 인물을 설명한다.”며 “이번 출판기념회는 책을 넘어, 해남의 지난 2년을 돌아보는 하나의 기록물이 될 것”이라고 말했다.

한편, 김성주 전 조합장은 오는 6월 3일 해남군수 선거에 도전장을 낸 상태다.

“Walking Through 515 Villages, Recording Lives”
Kim Sung-joo to Hold Book Launch for One Step of Kim Sung-joo on February 1
A book launch event for One Step of Kim Sung-joo, the autobiography of former Haenam Fisheries Cooperative Chairman Kim Sung-joo, will be held at 2:00 p.m. on February 1 at the Haenam Culture and Arts Center.
This event goes beyond a simple publication ceremony. It has drawn attention across the local community as the culmination of a two-year journey in which Kim personally visited all 515 villages in Haenam, documenting the everyday lives of residents through on-site engagement.
Over the past two years, Kim traveled throughout Haenam regardless of weather conditions, meeting residents face to face. He faithfully recorded the hardships, concerns, and voices of local people every single day on Facebook.
These records earned steady public empathy and came to be known among residents as a “field diary” and a “living map of people’s livelihoods.”
These accumulated writings were compiled into a single volume, One Step of Kim Sung-joo.
The book vividly captures the lives of residents Kim met while visiting 515 villages and commercial districts across all 14 towns and townships, along with the challenges and hopes he encountered firsthand in the field.
In particular, the book includes intersecting narratives of national and local history: the December 3 emergency martial law crisis, reflections on the value of democracy felt while traveling between Haenam and Seoul, the impeachment period, the 21st presidential election, and Kim’s return to the field to once again meet residents.
Reflecting on the writing process, Kim said,
“President Kim Dae-jung recorded everything and transformed those records into national governance. I also recorded, without missing a single day, the stories of residents I met in the field. Those records accumulated into a ‘livelihood map’ and eventually became One Step of Kim Sung-joo.”
He added,
“No matter how small a complaint may seem, it is still a resident’s life and happiness. The countless hopes heard in the field will eventually grow into major agendas and become the foundation for future planning.”
He continued,
“I will keep walking without stopping until the voices heard on the ground become real solutions.”
Meanwhile, Kim’s management achievements during his tenure as chairman of the Haenam Fisheries Cooperative have once again drawn attention.
At the time of his appointment, the cooperative was considered a “top candidate for elimination.” However, by restructuring it around a co-growth model linking economic operations with mutual financial services, Kim successfully turned it into a profitable organization—now regarded as a leading success case in the regional finance and fisheries sector.
During his tenure, he 추진ed major initiatives including:
Construction of a fisheries food hub complex (KRW 15 billion)
Establishment of cold storage facilities for seafood (KRW 4 billion)
Relocation and reconstruction of the cooperative’s headquarters
Installation of tax-free fuel supply facilities for fishermen
Exclusive military supply contracts for abalone
Introduction of the nation’s first aquaculture vessel leasing program
Through these efforts, Kim fundamentally restructured the cooperative’s operational foundation.
As a result, he completely eliminated over KRW 21 billion in long-standing accumulated losses and left office with capital reserves exceeding KRW 17 billion.
Local political circles have described Kim as
“an on-site, innovation-driven leader who resembles President Lee Jae-myung’s ‘CEO mindset’,” and
“a practical, results-driven CEO who proved leadership through performance in times of crisis.”
One local figure commented,
“Kim Sung-joo is defined not by words, but by records; not by declarations, but by presence in the field. This book launch goes beyond a publication—it is a record of Haenam’s last two years.”
Meanwhile, Kim Sung-joo has officially entered the race for the Haenam County mayoral election scheduled for June 3.
